\nImplementation Rules for Compulsory Product Certification – Motor Vehicles<\/p>\n
\n0 Introduction
\nConsidering the safety risk and certification risk of the motor vehicles and trailers, this Rules was formulated to specify the general principles and requirements of implementing compulsory product certification for the vehicles within its Application Scope, and is intended to ensure the certified vehicles consistently comply with the requirements of relevant laws & regulations and applicable standards.
\nThis Rules is used together with the such general implementation rules issued by the CNCA as “Implementation Rules for Compulsory Product Certification – Classified Management of Manufacturers, and Selection and Determination of Certification Mode”, “Implementation Rules for Compulsory Product Certification – Utilization of Manufacturer\u2019s Testing Resources and Other Certification Results” and “Implementation Rules for Compulsory Product Certification \u2013 General Requirements for Factory Inspection”.
\nCertification Authority shall, based on the classified management of manufacturing enterprises, develop the Detailed Implementation Rules, pursuant to the general implementation rules and this Rules, which shall be put into effect in conjunction with the general implementation rules and this Rules.
\nThe manufacturing enterprise shall ensure that the certified products consistently comply with the requirements of certification and applicable standards.<\/p>\n
1 Application Scope
\nThis Rules applies to the motor vehicles of Categories M & N and the trailers of Category O (including complete vehicles and incomplete vehicles) operating on highways and urban roads in China.
\nThis Rules doesn’t apply to the low-speed vehicles (a generic term for tri-wheel vehicles and low-speed goods vehicles), the vehicle operating on railways, the wheeled mobile machinery for special purpose which is not designed or manufactured for operating on roads and which is mainly used on closed roads and sites for construction, the tractors for agriculture and forestry, the construction machinery or the Category III chassis.
\nConsidering the adjustment of application scope arising from the changes in such factors as laws & regulations, applicable product standards, technologies or industry policies, the announcements issued by the CNCA shall prevail. Where the application for certification arises from scientific research, testing or other special reasons, the “Provisions on the Administration of Compulsory Product Certification” and the relevant CNCA provisions can be exempted.<\/p>\n
2 Terms and definitions
\nThe terms and definitions of vehicles are specified in GB\/T 3730.1 “Motor vehicles and trailers-Types-Terms and definitions”, GB\/T 17350 “Terms, marks and designation for special purpose vehicles and special trailers” and GB 7258 “Technical Specifications for Safety of Power-driven Vehicles Operating on Roads”; the classification of vehicles is specified in GB\/T 15089 “Classification of power-driven vehicles and trailers”; other terms are specified as below:<\/p>\n
