1 Scope
\nThis Standard sets out the basic technical requirements for the operating safety of complete vehicle, as well as main assemblies, safety protection devices, etc. of power-driven vehicles. Also, it puts forward extra requirements for fire engines, ambulances, wreckers, police vehicles and vehicles for handicapped driving.
\nThis Standard applies to all the power-driven vehicles operating on roads in China, but not to trams or wheeled mobile machinery for special purpose designed, manufactured and mainly used on closed roads and sites.
\nNote: Tram means any road vehicle operating on track, propelled by motor and supplied with overhead grid.

\nThe following terms and their definitions shall apply throughout this Standard.

\nMeans any dynamically propelled or towed wheeled vehicle which, running on roads, is intended for carrying passengers and\/or goods or for undertaking special jobs, including motor vehicles and combination vehicles, motorcycles and mopeds, tractors towing trailer for transportation, roller mobile machinery shops for special purpose, trailers.

\n\u6c7d\u8f66 motor vehicle
\nMeans any dynamically propelled vehicle which, with four or more wheels and not running on track, is mainly used for:
\n\u2014\u2014 Carrying passengers and\/or cargo (goods);
\n\u2014\u2014 Vehicles for towing cargo (goods) or special-purpose vehicles;
\n\u2014\u2014 Special operation.<\/p>\n
This term also includes:
\na) Any vehicle linked up with power line, e.g., trolleybus;
\nb) Any tri-wheel vehicle without cab, of which the complete vehicle kerb mass exceeds 400 kg.
\nc) Any tri-wheel vehicle with cab, of which the complete vehicle kerb mass exceeds 600 kg.

\nMeans the motor vehicles which are primarily intended, in view of design and manufacturing, for carrying passengers. Also, it includes any special-purpose vehicle primarily intended for carrying passengers.

\nMeans a motor vehicle which, based on its design and manufacturing, is primarily used for carrying passengers and their luggage and\/or temporary articles, with no more than 9 seats (including the driver\u2019s seat). It may also be used for towing a central axle trailer.

\nMeans a motor vehicle which, based on its design and manufacturing, is primarily used for carrying passengers and their luggage, with more than 9 seats (including the driver\u2019s seat). It may be of single-deck or double-deck type.

\nMeans any bus which is designed and manufactured for the interurban (between urban and suburban) carriage of passengers, and specifically dedicated to the highway transport of passengers; it may be a sleeper coach, i.e., an interurban bus which is specially designed and manufactured for the sleeping of all passengers.

\nMeans any bus which is designed and manufactured for the touring purpose, and specifically dedicated to the transport of tourists.

\nMeans a bus specially designed and manufactured for intra-urban passenger transport. Two types can be classified based on whether the carriage of standing passengers is allowed:
\na\uff09 bus intended for standing passengers, i.e., a bus with maximum designed speed less than 70km\/h fitted with seats and the positions for standing passengers, having sufficient space for the frequent getting on\/off and movement of passengers, with fixed travel route and stops, and operating principally in built-area of the city. Including trolleybus, i.e., a bus propelled by motor and supplied with power line.
\nb\uff09 bus not intended for standing passengers, i.e., a commercial bus with fixed travel route and stops running on the urban roads, on which no standing passenger is allowed.<\/p>\n
